Montgomery – Bucks Pupil Transportation Association (MBPTA)

Mission
The Montgomery-Bucks Pupil Transportation Association provides transportation colleagues the opportunity to address problems, encourage professional development, disseminate information, and conduct a bi-county safety competition.

Membership

Membership will be open to any person in a pupil transportation position in Montgomery or Bucks County.

Additionally, membership may be extended to persons in pupil transportation supervisory positions outside the Montgomery or Bucks County area provided the following conditions are met:

  1. Membership will only be extended to an individual who does not have a comparable organization in his/her county.
  2. The individual seeking membership must attend at least six meetings of the Association as a guest during a period of one year, prior to requesting membership.
  3. The individual seeking membership must be sponsored by a member in good standing of the Montgomery-Bucks Pupil Transportation Association.
  4. Provided the aforementioned conditions are met the officers (President, President-Elect, Treasurer and Secretary) of the Association will then decide by secret ballot, whether to accept the individual into the association as a permanent member.  In the event of a tie vote the immediate past President will cast the tie breaker.

Fulfillment of conditions 2 and 3 does not constitute a guarantee of acceptance by the full membership.

Fiscal Year

Will run from July 1st through June 30th.

Dues

Yearly dues amount shall be established by the members and shall be collected beginning July 1 and paid in full by December 31.

 Officers

Will consist of a President,  President – Elect,  Secretary,  Treasurer and Immediate Past President.

Term of Office

Will run from July 1st through June 30th.

Nomination of President-Elect

Will take place at the regular April meeting.  At least two persons must be nominated to the office.

Election

Election for the President-Elect will take place at the regular May meeting.  At least 8 members in good standing must be present.  The President may call a special meeting or postpone the election until the next regular meeting.  The election will be held by secret ballot.  The ballots will be tabulated by the current President or person who is appointed by the President.  The President-Elect will automatically become President on July 1st of the next year.

If the President should leave the Association during the Term of Office, the President-Elect will assume that office for the remainder of the term through the next term.

If the President-Elect office becomes vacant a special election will be held.

At least two nominations for President-Elect will be made at the next regular meeting.  The election will be held the following month in accordance with election policies.

Responsibilities of Officers

President – will conduct the regular meeting of the Association, plan programs, have topics for discussion, appoint necessary committees, approve all bills to be paid by the Treasurer.

President-Elect – will assist the President in any need and conduct any meeting that the President is unable to attend.

Secretary – to be appointed by the President.  The Secretary will take notes of the meeting, take roll of those present and supply the President with all the information for the minutes.  He/she will also do any necessary correspondence as directed by the President.

Treasurer – to be appointed by the President.  The Treasurer will keep records of income and expenses, collect dues, and send dues notices to any delinquent member after the November meeting.  The Treasurer  and President will, upon taking office, obtain access to the account in the name of the Association.  Income and expenses will be conducted through this account for General and Safety Competition transactions.

Committees

Safety Competition – to be appointed by the President no later than August for the following year.  It will consist of four persons when possible, two from the previous year and two new members to the committee each year.

Auditing – at least two persons must be appointed by the President each year (in April) to check the books of the Treasurer.  Auditing to be done in May and reported in June.

Members in Good Standing

Representatives from school districts and intermediate units must pay dues, attend at least five (5) regular meetings during the fiscal year, and volunteer to help with the safety competition to have a team compete.

Changes or Additions to Governing Policies

Any changes to these policies must be submitted to the President in writing to be read and discussed at the meeting.  A vote will take place at the next regular meeting.  In order to pass changes or additions, at least 2/3 of the members must approve.

 Safety Competition

In order for a school bus driver to participate in the Safety Competition, their school district’s association member must be in good standing.   Exceptions may be granted to any person who appeals with good justification to the Association.  A majority of the members present must agree.  The Association will annually vote on any money given to the Safety Competition winners for the purpose of deferring expenses to the State and National Safety Competition.  The Association will vote annually on the amount of money donated to the expenses of the State Competition.  The Safety Competition money can only be used for any of the above activities.  At least one year’s expenses for the Montgomery-Bucks Safety Competition will be retained in the Safety Competition account based on the expenses of past years.
